Privacy Enhanced Mail was an early security standard development process.
Context
Early in the effort to enable security email the PEM standards were in development.
Problems
Privacy was not considered until the process had already committed to the use of X.509 Certificates which leaked user private information.
Legacy
The PEM standard created the encoded format for certificates and other security content which is still in use today.
