The paper "Transparency Performance Indicators – A User-Centric Methodology for Measuring the PII Controller Compliance and Conformance" focuses on the legal requirements for notice and, as a result, consent on the part of PII Controllers (data controllers i.e. the appointed individual within an organization). It suggests organizations use the international standards spearheaded by Kantara Initiative's ANCR and, before it, CIS workgroups.
