Research by political scientist Erica Chenoweth found that nonviolent movements that mobilize just 3.5% of a population have never failed to bring about significant political change—including the removal of authoritarian regimes2.

This “3.5% rule” emerged from a study of 323 uprisings between 1900 and 2006. The key insight? When a movement reaches that threshold—sustained, visible, and nonviolent—it becomes nearly impossible for a regime to suppress it without alienating its own support base. Soldiers hesitate to fire on crowds that include their neighbors, coworkers, or family.[1]

In the U.S., that would mean about 11.5 million people actively participating in protests. It’s a daunting number, but far smaller than a majority—and it highlights how organized, persistent civic action can outweigh brute force.
